Biography
Mr. Quinn is a partner/member in the firm, primarily in the areas of banking and real estate. Additionally, he is engaged in land development, zoning, title litigation, commercial financing and real estate litigation.
A graduate of Boston College, B.A. 1973 (cum laude), he received his law degree from Hofstra University J.D. 1977. He is an active member of the New York State Bar Association. Mr. Quinn was admitted to practice in the State of New York in 1978 and is also admitted to practice in the U.S. District Court, Eastern and Southern Districts of New York. He has been appointed by the Courts as a referee (both in foreclosures and on other matters), guardian-ad-litem and trustee.
Mr. Quinn has extensive experience in all aspects of commercial and residential real estate sales, acquisition and financing, including 1031 exchanges of like kind property. He has represented commercial lending institutions in complex commercial mortgages, construction loans, asset based lending and creative financing. He has prosecuted numerous commercial foreclosures including negotiating and drafting work out and forbearance agreements (both before and after the commencement of foreclosure actions) and has represented commercial lenders in preserving and enforcing creditors’ interests after debtors have filed for bankruptcy. He has prosecuted and defended various types of real estate litigation on behalf of title companies, individuals and corporate entities involving Article 15 bar claim actions, tax foreclosures, easements, adverse possession claims and boundary line disputes.
Mr. Quinn is thoroughly familiar with local and state zoning practices, procedures and environmental law. He regularly appears before planning boards, zoning boards, village and town boards and architectural review boards for his clients. He currently represents many of the major companies and developers in Rockland County on land use and zoning matters, including utility companies, major financial institutions, title companies, developers and large property owners.
He also has acted as counsel to the County of Rockland Industrial Development Agency (IDA) on numerous projects over the last several years and has assisted the IDA in closing projects with total costs in excess of one billion dollars.
